II. Exchanges of Literature
Project description: Literature exchanges among Union members may cover different themes including history, culture, literature, economy, science and technology, music, movies, daily life, etc. Exchanges could be expanded both in variety and volume when such need arises, to allow readers to have better access to classic works and the latest publications from different countries. The cost of book purchase and delivery shall be borne by the sending party.

III. Staff Exchanges
Project description: A mechanism of regular exchanges and mutual visits between Union members helps share successful experience in library development, and improve service and practices by learning directly from one another. Exchange will take the form of site visits to one another’s library where visiting staff will engage in library work, as far as possible undertaking appropriate duties, as well as the training and study organized by the receiving library. In principle, the two libraries engaged will exchange two staff to each other for a period of 2-3 weeks and English shall be their language of communication. During the exchange period, the receiving library shall bear the board and lodging expenses of the visiting staff while the sending library shall be responsible for the international transportation.

IV. Personnel Training
Project description: Member libraries are suggested to take turns to organize staff training in forms of studies and discussions of issues common to all, broadening horizons and updating knowledge. The training course can cover such subjects like the local library laws and regulations, policies and strategic planning, library service system, library service in digital time, library buildings and space, etc. The staff training program is to be coordinated by the Secretariat of the Union, who shall determine its venue and content. The program is planned to last 2-3 weeks and English shall be their language of communication. The sending library shall bear the international (domestic) transportation, board and lodging expenses during the training period, while the host library shall be responsible for organizing their study and visits, and assist them in local board and lodging arrangement.

V. Cultural-Exchange Activities
Project description: The Union members are expected by arrangement to provide exhibition space from time to time for the promotion of history, culture and urban landscapes of other countries. Moreover, multi-cultural activities, with diversified contents in various forms, are encouraged to open multilateral dialogues and promote mutual communication among different cultures.

VI. Promotion & Publicity
Project description: Based on activities of literature exchanges, staff exchanges, staff training and cultural exchanges, Union members are suggested to plan promotion and publicity activities, making use of different media to publicize Union members or their countries and cities.

2. Hangzhou Public Library has set up a column to introduce the libraries of CEEC in China Library Weekly, and plans to continue to promote member libraries via newspaper in 2019. VII. Curators’ Forum of China-CEEC Libraries Union
Project description: "China-CEEC Curators’ Forum of Libraries Union" shall be held in principle every two years on rotation basis in which the host library shall be responsible for the forum’s organization.
